This notice is to advise that the County of Riverside, as lead agency, has completed and is issuing notification of the availability and completion of a Final Environmental Impact Report (FEIR), State Clearinghouse No. 2022050490 for Plot Plan No. 220002, as described below.

The Public Review Period to comment on the EIR has closed.  Any person wishing to comment on the environmental document must submit their comments in writing either by mail or email only to the information below 24 Hours before the Public Hearing date.  All comments (via correspondence) and materials received prior to the date of the Project’s public hearing will be submitted to the Planning Director for consideration.

PROJECT LOCATION: The Project is located east of Tobacco Road, west of Harvill Avenue, south of Water Street, and north of Orange Avenue.

PROJECT DESCRIPTION: Plot Plan No. 220002 is a request for the construction of a 434,823 square foot industrial warehouse building, including 10,000 square feet of office space. The proposed Project site is located within the western portion of the County of Riverside, west of the City of Perris.  The site is comprised of four parcels identified as Riverside County’s Assessor’s Parcel Numbers 317-270-006, 317-270-010, 317-270-015, and 317-270-016.    The project would include a truck trailer parking lot, landscaping, and associated infrastructure on a 20.57 gross acre site.   Fifty-four dock doors will be installed along the eastern portion of the building. The project will be accessed from one (1) driveway on Water Street, and two (2) driveways on Orange Avenue.  The western driveway at Orange Avenue would be for passenger vehicle access only. The Project proposes to allow the option to utilize approximately 30 percent, or 130,447 square feet of the building for cold storage. The Project site has a General Plan Land Use Designation of Business Park (BP) and a zoning classification of Manufacturing- Service Commercial (M-SC).

Potentially Significant Environmental Effects: Analysis of the Project determined that there were potentially significant impacts related to Transportation.  The Project would result in the following significant and unavoidable impacts, even after the implementation of Project design features, mandatory regulatory requirements, and feasible mitigation measures:

Transportation

Impact TR-2, Vehicle Miles Traveled (Project-level and Cumulative). the Project-generated VMT per employee values would exceed the County’s adopted threshold by approximately 3.8 percent. As the future building tenants are not known for the Project, the effectiveness of each Transportation Demand Management (TDM) commute trip reduction measures may be limited. In addition to specific tenancy considerations, locational context is also a major factor relevant to the potential application and effectiveness of TDM measures. Therefore, in order to provide a conservative analysis, no quantified VMT reduction has been taken for any of the proposed PDFs or Mitigation Measures. Multiple TDM measures are incorporated into the Project design, including PDF TR-1, PDF TR-2, PDF TR-3, and PDF TR-4, which include providing designated carpool/vanpool parking, installing end-of-trip facilities such as bicycle parking and lockers, installing onsite electric vehicle charging stations beyond required, and constructing sidewalks along the Project frontage. Additionally, the Project applicant would implement Mitigation Measure TR-1, which requires the Project applicant to provide onsite and/or online commute information services. As no tenant is known at this time, no quantified reduction was taken for Mitigation Measure TR-1. Therefore, there are no feasible mitigation measures that can be implemented by the Project at this time to reduce the VMT/employee and impacts related to VMT would be significant and unavoidable on a project-level and a cumulative basis.
