PROJECT SUMMARY:

The proposed Project consists of SMF210001, a request for design review and to authorize the construction of 846 multiple family dwellings that do not include a nonresidential use. Proposed site improvements include trails, open space, public and private parks, landscaping, off-street parking, and public and private streets on 65.20 gross acres.

The Project also includes tentative tract map requests TTM38016 Schedule “A” subdivision for the purposes of financing and TTM38025 to create residential lots, a commercial lot, parks, private recreation and open space lots and utility and private street lots on APNs 255-060-014, 255-060-022, 255-060-028, 255-060-030, 255-110-003, 255-110-004, 255-110-005, 255-110-006, 255-110-015 & 250-110-019, and 255-110-029.  

PROJECT LOCATION:

The 65.20 gross-acre Project site is located in the unincorporated community of Highgrove in western Riverside County, California. Western Riverside County abuts San Bernardino County to the northeast, Orange County to the west, and San Diego County to the southwest. The Project site is generally located south of Center Street with a portion south of Spring Street, and east of Interstate I-215 (I-215). Specifically, the site is bounded on the north by Center Street, on the west by Southern Pacific Transportation Company property, on the east by Garfield Avenue, and on the south by vacant land within the Santa Ana River Watershed and the City of Riverside.

The comment period for public review is from May 17, 2021 to June 17, 2021.

Environmental Analysis

 

The design review is considered exempt from the California Environmental Quality Act (CEQA).
