Notice of Preparation for Environmental Impact Report

A Notice of Preparation (NOP) for an Environmental Impact Report for the Citrus Valley Specific Plan which includes Specific Plan No. 400, General Plan Amendment No. 200002, and Change of Zone No. 2200011.

Comment Period

The comment period for the Notice of Preparation is from July 31, 2023 through August 30, 2023. 

Pursuant to CEQA Section 15063(a) when an EIR is clearly required for a project an initial study is not required. As such, an initial study was not prepared prior to this NOP.

A Scoping Session is to be held on August 28, 2023 at 1:30 with the Director’s Hearing meeting. A second Scoping Session will also be held on August 28, 2023 at 5 p.m. at the same location as the Director’s Hearing meeting. Please see the below link for accessing the meetings.

 Project Information

PROJECT DESCRIPTION: 

The proposed Project consists of a Specific Plan that covers an approximate 767 acre area. The Specific Plan is designed to establish a master plan that would allow for a mix of commercial and residential land uses and related improvements to public roads and other utilities.  A maximum of 6,300 residential dwelling units, 10 acres of commercial land, approximately 87 acres of parkland, and up to two elementary schools are proposed within the Specific Plan area.  The Project would also result in drainage facilities across approximately 33 acres of the Specific Plan area. The Project would be completed in four phases over a period of time dictated by market conditions.

PROJECT LOCATION: The overall project is located in the community of East Hemet specifically located west of Bautista Creek Channel, south of Stetson Avenue, east of Pleasant Street, and north of Bautista Road.
