ENVIRONMENTAL IMPACT REPORT NO. 505 / GENERAL PLAN AMENDMENT NO. 779 / CHANGE OF ZONE NO. 7276 / TENTATIVE TRACT MAP NO. 34112 / TENTATIVE PARCEL MAP NO. 34263 / PLOT PLAN NO. 23214 - STATE CLEARINGHOUSE NO. 2008011033 - EA40636 - Applicant: Od De Anza, L.P. - Engineer/Representative: Penco Engineering, Inc. - Second Supervisorial District - Pedley Zoning District - Jurupa Area Plan: Community Development: Light Industrial (CD: LI) (0.25-0.60 Floor Area Ratio) - Location: northerly of the Union Pacific Railroad, southerly of Limonite Avenue, easterly of Baldwin Avenue, and westerly of Clay Street - 68.04 Gross Acres - Zoning: Manufacturing-Service Commercial (M-SC)

REQUEST: Development of 68.04 gross acres into an active senior living gated community that includes approximately 271 dwelling units at a density of approximately 5.5 dwelling units per acre. The proposed development consists of approximately 79 single-family detached units, 85 detached cluster units, 107 attached alley loaded units, 1.6 gross acre recreation center/area, and a 3.4 gross acre linear paseo greenbelt adjacent to the 10.3 gross acre riparian/riverine open space area along the northwestern boundary of the site. The project also proposes 88,143 square feet of industrial development that consists of eight light industrial buildings along the southerly boundary of the site adjacent to the Union Pacific Railroad. To satisfy entitlement requirements, the applicant has submitted Environmental Impact Report No. 505, General Plan Amendment No. 779, Change of Zone No. 7276, Tentative Tract Map No. 34112, Tentative Parcel Map No. 34263, and Plot Plan No. 23214. The Environmental Impact Report will provide an environmental analysis of the project’s impacts with respect to air quality, biological resources, cultural resources, geology and soils, hazards and hazardous materials, hydrology and water quality, noise, transportation and traffic, cumulative impacts, and growth inducing impacts. In addition, mitigation measures to reduce potential impacts will be provided as well as alternatives to the project. Based on the attached Environmental Assessment, impacts to Aesthetics, Agricultural Resources, Mineral Resources, Recreation, and Utility and Service Systems are less than significant and will not be discussed in the Environmental Impact Report. The General Plan Amendment proposes to amend 59.95 gross acres of a 68.04 gross acre site from Community Development: Light Industrial (CD: LI) (0.25-0.60 Floor Area Ratio) to Community Development: Medium High Density Residential (CD: MHDR) (5-8 Dwelling Units per Acre). The remaining 8.09 gross acres will retain the Light Industrial Designation. The Change of Zone proposes to change the zoning on 59.95 gross acres from Manufacturing-Service Commercial (M-SC) to General Residential (R-3). The remaining 8.09 gross acres will be changed from Manufacturing-Service Commercial (M-SC) to Industrial Park (I-P). The Tentative Tract Map proposes a Schedule A subdivision of 59.95 gross acres into 271 dwelling units. The units consist of approximately 79 single-family detached units, 85 detached cluster units, and 107 attached alley loaded units. The Project also includes a 1.6 gross acre recreation center/area and a 3.4 gross acre linear paseo greenbelt adjacent to the 10.3 gross acre riparian/riverine open space area along the northwestern boundary of the site. The Tentative Parcel Map proposes a Schedule E subdivision of 8.09 gross acres into 8 industrial parcels. The Plot Plan proposes 88,143 square feet of industrial development on a 8.09 gross acre site with a project floor area ratio of 0.25 (Light Industrial requires a 0.25-0.60 Floor Area Ratio) that will consist of eight light industrial buildings with 201 parking stalls and 49,781 square feet (14%) of landscaping.
