Notice of Completion (NOC) for Environmental Impact Report No. 546 (EIR) for Knox Business Park Buildings D and E which includes the following applications:

The comment period for the Notice of Completion is from May 19, 2017 to July 6, 2017.
PROJECT SUMMARY: The County of Riverside Planning Department will serve as the Lead Agency under the California Environmental Quality Act (CEQA) and will coordinate the public review of an Environmental Impact Report (EIR) that will evaluate the potential significant environmental impacts that may result from the proposed project. Trammell Crow So Cal Development Services, Inc. (project proponent) is proposing to process the above referenced entitlement actions through Riverside County in order to develop two industrial buildings totaling 1,113,627 square feet (Building D – 702,645 square feet, Building E – 410,982 square feet) on a total of approximately 54.0 net acres (Building D – 34.5 acres, Building E – 19.5 acres).
The development of the site is proposed via two Plot Plans (Building D – PP 25838, Building E – PP 25837). Associated with these developments are General Plan Amendments (Building D – GPA 1151, Building E – GPA 1152), Changes of Zone (Building D – CZ 7872, Building E – CZ 7873), and Tentative Parcel Maps (Building D – PM 36950, Building E – PM 36962).
GPA 1151 proposes to change the southwest portion of the site currently designated as Community Development: Business Park (CD:BP) to Community Development: Light Industrial (CD:LI) so the entire site would be designated as Community Development: Light Industrial (CD:LI). GPA 1152 proposes to change the land use designation of the entire site from Community Development: Business Park (CD:BP) to Community Development: Light Industrial (CD:LI).
CZ 7872 proposes to change the zoning classification on the subject from a mix of Manufacturing – Medium (M-M), Industrial Park (I-P), and Rural Residential (R-R) to entirely Industrial – Park (I-P). CZ 7873 proposes to change the zoning classification on the subject site from a mix of Industrial Park (I-P) and Rural Residential (R-R) to entirely Industrial – Park (I-P).
PM 36950 proposes a Schedule E subdivision of 34.5 net acres to consolidate the four (4) existing parcels into one parcel. PM 36962 proposes a Schedule E subdivision of 26.95 net acres into two parcels, one of which would be the 19.5 net acre site for development.
PROJECT LOCATION: The property is located within the Mead Valley Area Plan of the Riverside County General Plan, specifically located south of Oleander Avenue, north of Redwood Drive, east of Day Street, and west of Harvill Avenue with Ellsworth Street (also referred to as Decker Road) bisecting the site.
