Overview
Riverside County is initiating an effort to apply for the State of California’s Prohousing Designation Program (PDP), administered by the California Department of Housing and Community Development (HCD).
The Prohousing Designation recognizes jurisdictions that demonstrate a strong commitment to planning for, approving, and facilitating housing production. Achieving this designation would improve the County’s competitiveness for State housing and infrastructure funding and support implementation of the County’s adopted Housing Element.
What is the Prohousing Designation Program (PDP)?
The Prohousing Designation Program (PDP) was established through the 2019-2020 Budget Act (AB 101) to incentivize local governments to adopt and implement policies that actively promote housing development.
Jurisdictions that receive a Prohousing Designation:
- Are recognized by the State as advancing housing-friendly policies;
- Receive priority consideration, additional points, and set-asides in many competitive State grant programs; and
- Become eligible for the State’s Prohousing Incentive Program (PIP)
The designation is voluntary but increasingly important as State housing funding programs prioritize jurisdictions with demonstrated progress on housing goals.
Why is the County pursuing a Prohousing Designation?
The Prohousing Designation would:
Support implementation of the County's State-certified 6th Cycle Housing Element (2021-2029) programs that rely on external funding;
Strengthen the County’s ability to compete for State housing, transportation, and infrastructure grants; and
Help maintain access to critical existing funding sources used to support affordable housing and homelessness response programs
Prohousing status also signals the County’s progress toward State housing goals and alignment with evolving funding and accountability frameworks.
