    Overview

    The County of Riverside’s 6th Cycle Housing Element establishes the County’s goals, policies, programs, and actions for addressing housing needs in the unincorporated areas of Riverside County during the 2021–2029 planning period.

    Following certification of the Housing Element by the California Department of Housing and Community Development (HCD) on July 31, 2024, the County has continued implementing the programs and actions identified in the Housing Element. Implementation is an ongoing, multi-departmental effort focused on expanding housing opportunities, removing barriers to housing production, supporting affordable and special-needs housing, maintaining adequate sites, addressing infrastructure needs, and promoting fair and equitable access to housing.

    Recent Implementation Efforts

    • Expanded Housing Opportunities by updating Ord. 348 to include ADUs/JADUs, SB 9 units, agricultural employee housing, and other innovative residential accommodations.
    • Continued Affordable Housing Initiatives with County funding, development assistance, incentives, and partnerships.
    • Addressed Infrastructure & Environmental Justice through community and infrastructure planning in Cabazon, Mead Valley, the Eastern Coachella Valley, and other disadvantaged communities.
    • Community-Based Planning in Cabazon, Winchester, and Mead Valley to address housing, infrastructure, mobility, and community needs.
    • Continued monitoring of Housing Production & Adequate Sites Inventory (RHNA) with new tools and resources being developed to improve public access to housing-site information.

    Implementation Status

    The County regularly monitors progress toward implementing the programs and commitments established by the 6th Cycle Housing Element.

    The Housing Element Program Implementation Status – 2025/2026 provides a comprehensive update on the County’s implementation efforts. The report identifies completed and active implementation activities, remaining program components, anticipated completion schedules, and supporting materials and documentation.

    Engagement Opportunities

    Community participation is an important part of implementing the County’s Housing Element. Residents, community organizations, housing advocates, developers, service providers, and other interested parties are encouraged to stay involved and provide input as implementation efforts move forward.
