The proposed project consists of applications for an Specific Plan (SP00397), Foundation General Plan Amendment (GPA01174), Change of Zone (CZ1800014), Tentative Tract Maps (TTM37501, TTM37502, TTM37503, TTM37504), and a Tentative Parcel Map (TPM37519). The applications seek to establish a Specific Plan on a 80.78 acre area that consists of 80.00 acres for residential development at Medium Density Residential for a total of 309 dwelling units and 0.78 acres designated as Open Space.
The Specific Plan would be divided into 5 separate Planning Areas within the County of Riverside’s land use jurisdiction. The 6th Planning Area is located within the City of Corona. This 6th Planning Area was originally included in the Notice of Preparation (NOP) for the project’ EIR for 56 single-family units. However, since the NOP is no longer proposed and would remain undeveloped. For purposes of the EIR and consistency with the NOP, the 6th Planning Area is still included in the analysis of the EIR even though the project proposal is no longer intended to include it.
All proposed residential units would be age-restricted (60+) and single-story. Each Planning Area includes a mix of open space amenities including parks and trails for the general public and future residents of the proposed project.
The Foundation General Plan Amendment is a proposal to modify the Foundation of the subject site from Open Space to Community Development and to modify the land use designation from Open Space – Recreation to Medium Density Residential to reflect the land use designations of the proposed Specific Plan. The Change of Zone is a proposal to rezone the properties involved from One-Family Dwellings (R-1) and General Commercial (C-1/C-P) to Specific Plan, create the zoning ordinance of the Specific Plan, and define the Planning Area boundaries of the Specific Plan. Tentative Tract Map No. 37501 is a proposal for a Schedule “A” subdivision of 44.96 acres into 165 single-family residential lots and 22 lots for open space, drainage, and private streets. Tentative Tract Map No. 37502 is a proposal for a Schedule “A” subdivision of 10.26 acres into 47 single-family residential lots and 11 lots for open space, drainage, and private streets. Tentative Tract Map No. 37503 is a proposal for a Schedule “A” subdivision of 10.60 acres into 31 single-family residential lots and 9 lots for open space, drainage, and private streets Tentative Tract Map No. 37504 is a proposal for a Schedule “A” subdivision of 14.03 acres into 66 single-family residential lots and 9 lots for open space, drainage, and private streets. Tentative Parcel Map No. 37519 is a proposal for a Schedule J subdivision of 14.95 acres into 2 parcels, one for TTM37504 and one for undeveloped open space.
Project Location
The 80.78-acre Riverside County portion of the Project Site are located within the Coronita Community within the Temescal Canyon Area Plan (TCAP). The Project Site is located on the former Mountain View Golf Course, south of State Route 91 and generally west of Avenida Del Vista and east of Serfas Club Drive The Riverside County portion of the Project Site includes Assessor’s Parcel Numbers (APNs) 02-050-004, 102-050-005, 102-050-008, 102-050-021, 102-050-022, 102-505-024, 102-112-008, 103-113-015, 102-160-003, 102-203-007, 102-192-017, 103-203-006, and 103-301-010. The City of Corona portion of the Project Site is located also on the former Mountain View Golf Course east of Kirkwood Drive.
Environmental Review
Public Review Period
The County of Riverside is the Lead Agency under CEQA and is holding a 45-day public review period of the Draft EIR, during which time the public and interested parties are invited to comment on the Draft EIR for the Project. Comments on the adequacy of the analysis and the appropriateness of the Project may be made in writing or email, indicating the section of concern. Comments may include additional or alternative mitigation measures to those proposed in the document. The project name and numbers should be noted on all correspondence and the comments should indicate if you would like to be notified of public hearings. At this time, public hearings have not yet been scheduled.
Please note that the public comment period for the Draft EIR is from January 27, 2025, to March March 13, 2025. All comments must be submitted to the County of Riverside at the address indicated below and must be received no later than 5:00 pm on March 13, 2025.
