Notice of Intent to Adopt a Negative Declaration for Ordinance No. 348 Text Amendment related to On-Site Advertising Structures and Signs (CZ2000001)

The County of Riverside, as lead agency and in accordance with requirements of the California Environmental Quality Act (CEQA), has determined that Change of Zone No. 2000001 (for the scope of work detailed below) will not have a significant effect on the environment and has recommended for adoption of a Negative Declaration.

COMMENT PERIOD

The Public Review Period to comment on the draft Negative Declaration is from Friday, July 28 to Monday, August 28, 2023.  Any person wishing to comment on the environmental document must submit their comments in writing (either by mail or email to the information below) between the date of this notice and expiration of the Public Review Period by 5:00 PM (close of business).  All comments (via correspondence) and materials received prior to the date of the Project’s public hearing will be submitted to the Planning Director for consideration.

A tentative Planning Commission hearing date is anticipated for September 20, 2023.

PROJECT INFORMATION

PROJECT DESCRIPTION: Change of Zone No. 2000001 is an amendment to Ordinance No. 348, Ordinance of the County of Riverside Providing for Land Use Planning and Zoning Regulations and Related Functions, Article XIX Advertising Regulations, Sections 19.2 and 19.4 regarding On-Site Advertising Structures and Signs. Change of Zone No. 2000001 will establish locations, development and operation standards, and a permitting process to allow for on-site digital signage. The intent of the digital signage is to provide information about onsite, associated businesses only and is not for general advertising. These changes apply to unincorporated areas of Riverside County.

There may be listed toxic sites within the County of Riverside. This Ordinance Amendment does not propose any physical development. Any implementing project would be required to research the California Environmental Protection Agency and Department of Toxic Substances Control websites for toxic site locations and required compliance regulations.
