Notice of Intent to Adopt a Mitigated Negative Declaration for Change of Zone No. 220007 (CZ220007), Plot Plan No. 210141 (PPT210141) and Agricultural Preserves Case No. 220001 (APD220001) ("Lost Ranch Winery")

The County of Riverside, as lead agency and in accordance with requirements of the California Environmental Quality Act (CEQA), has determined that Change of Zone No. 220007, Plot Plan No. 210141 and Agricultural Preserve  Case No. 220001 for the scope of work detailed below) will not have a significant effect on the environment and has recommended for adoption of a Mitigated Negative Declaration. 

Comment Period

The Public Review Period to comment on the draft MND is from Tuesday, February 20, 2024 to Monday, March 12, 2024 (20 days).  Any person wishing to comment on the environmental document must submit their comments in writing (either by mail or email to the information below) between the date of this notice and expiration of the Public Review Period by 5:00 PM (close of business).  All comments (via correspondence) and materials received prior to the date of the Project’s public hearing will be submitted to the Board of Supervisors for consideration.

 Project Description

The project consists of Change of Zone No. 2200007, Plot Plan No. 210141, and Agricultural Preserves Case No. 220001, and is known as  “Lost Ranch Winery”

CZ 2200007 is a change to the zoning classification of the subject site from Citrus Vineyard-10 Acre Minimum (C/V-10) to Wine Country-Winery (WC-W). The applicant is requesting a Change of Zone to bring the subject site into compliance with the standards of the Temecula Valley Wine Country Policy Area – Winery District that the subject site is within.

PPT 210141 is a plot plan for a Class II winery on 10.11 acres with existing and proposed vineyard planting. The Class II winery would consist of a 2,300 square foot (SF) tasting room with retail sales, pre-packaged food sales, live indoor music, and an outside tasting patio; a 1,700 SF wine production room with barrel storage, restrooms, breakroom, office, and janitors closet next to an outdoor crush pad/winery production area. The project will provide the required parking spaces and landscaping. Approximately eight (8) employees are anticipated.

APD220001 is a partial cancellation of a land conservation contract diminishment of  1.54 acres from Rancho California Agricultural Preserve No. 7, Map No. 174, as amended by Map No. 295, 350, 489, 531, 549, 668, 816, and further amended by proposed Map No. 220001.

 Project Location

The project is located north of Glenoaks Road, east of Rancho California Road, southeast of Buck Road, west of Camino Del Vino, in the County of Riverside. The site occupies approximately 10.11 acres, also known as Assessor Parcel Number (APN) 942-030-007.
