1st District Planning Commissioner
Ariel Savage, Commissioner
Bio: Ariel Savage was appointed Planning Commissioner by the Riverside County Board of Supervisors on June 24, 2025. She is the Director of Development & External Affairs at TruEvolution, an Inland Empire nonprofit organization dedicated to community-based housing development and health access. Ms. Savage is a proud graduate of John W. North High School and a lifelong resident of Riverside County's First District. She earned her bachelor's degree from Stanford University and is currently pursuing a Master of Business Administration (MBA) at UCLA. Ms. Savage serves on the Board of Directors of the Civil Rights Institute of Inland Southern California, sits on the policy committee for Blue Zones Project Riverside, is a member of the California Legislative LGBTQ Caucus Unity Council, and serves as a Co-Principal Investigator for the Southern California HIV/AIDS Policy Research Center. Previously, Ms. Savage worked extensively in arts education and with local small businesses. Her commitment to Riverside County is grounded in principles of smart, sustainable, and community-centered planning. In her free time, Ms. Savage enjoys spending time with her family, practicing yoga, and taking walks with her dog, Nabi.
Term Expires: June 30, 2029
The First Supervisorial District includes the cities of Wildomar, Perris and all of the City of Riverside. The unincorporated communities of DeLuz, Good Hope, Highgrove, LaCresta, Mead Valley, Meadowbrook, and Tenaja.
2nd District Planning Commissioner
Marisa Gruytch, Chair
Bio: Marisa Gruytch was appointed Planning Commissioner on January 10, 2023 by the Riverside County Board of Supervisors. She is a Riverside County employee with over 10 years of service and has been a resident of Riverside County for over 30 years. She attended California Baptist University, where she received her Bachelor’s Degree in Business Administration. In her free time, Ms. Gruytch enjoys spending quality time with her husband and children, as well as attending concerts and community events.
Term Expires: June 30, 2027
The Second Supervisorial District includes the cities of Canyon Lake, Corona, Eastvale, Jurupa Valley, Lake Elsinore, and Norco. The unincorporated communities include El Cerrito, El Sobrante, Home Gardens, Lake Mathews, Lakeland Village, Temescal Valley, Warm Springs and Woodcrest.
3rd District Planning Commissioner
Shellie Clack, Vice-Chair
Bio: Michelle “Shellie” Clack was appointed Planning Commissioner on September 17, 2024, by the Riverside County Board of Supervisors. Ms. Clack has been a resident of Riverside County for over 20 years and joins the Planning Commission with more than 20 years of land use and planning experience in both the private and public sectors. Most recently, Ms. Clack retired as Riverside County’s Chief Deputy County Counsel for the Land Use Division with over 16 years advising on redevelopment, environmental, planning and zoning law. Prior to joining Riverside County, Ms. Clack coordinated successful land use ballot measures throughout Southern California and advocated on behalf of local jurisdictions at the state and federal levels. In her free time, Ms. Clack enjoys volunteering with various non-profit organizations within her community.

The Third Supervisorial District includes the cities of Menifee, Murrieta, Temecula, and Wildomar, and the communities of Aguanga, Anza Valley, East Hemet, French Valley, Green Acres, Homeland, Lake Riverside, Sage and Winchester, as well as parts of Valle Vista.
4th District Planning Commissioner
Guillermo "Bill" Sanchez, Commissioner
Bio: Guillermo “Bill” Sanchez was appointed Planning Commissioner by the Riverside County Board of Supervisors on July 2, 2019. Mr. Sanchez had been a lifelong resident of Riverside County graduating from Coachella Valley High School and earning his bachelor’s degree in business administration from California State University, Long Beach. Mr. Sanchez has many years of experience as a planning commissioner for the City of Coachella.

The Fourth Supervisorial District includes the cities of Blythe, Cathedral City, Coachella, Desert Hot Springs, Indian Wells, Indio, La Quinta, Palm Desert, Palm Springs and Rancho Mirage. The unincorporated communities include Bermuda Dunes, Chiriaco Summit, Colorado River communities, Desert Center, Desert Edge, Eagle Mountain, Idyllwild, Indio Hills, Lake Tamarisk, Mecca, Mesa Verde, Mountain Center, North Shore, Oasis, Pine Cove, Ripley, Sky Valley, Sun City, Thermal, Thousand Palms and Vista Santa Rosa.
5th District Planning Commissioner
Daryl Terrell, Commissioner
Bio: Daryl Terrell has lived in Moreno Valley for more than 38 years. Over that time, he has remained actively involved in the community; more than 30 years of showing up, speaking up, and advocating for a better quality of life for local residents. He cares deeply about how neighborhoods grow and how residents experience that change day to day. He earned both an Associate of Arts and an Associate of Science from Riverside Community College before receiving a Bachelor of Arts in Political Science from the University of California, Riverside. His education provided a strong foundation for understanding how policy and planning shape real communities, not just on paper, but in people’s everyday lives. Mr. Terrell previously served on the City of Moreno Valley Planning Commission, where he worked to be a voice for residents and to encourage thoughtful, balanced development. He believes planning should reflect the people it serves by supporting responsible growth while protecting the character and needs of local neighborhoods. Today, as a member of the Riverside County Planning Commission, Mr. Terrell continues that commitment. He believes good planning is about more than land use; it is about people, opportunity, and ensuring every community has a fair chance to thrive. No neighborhood should be overlooked or left behind as the region grows. He has also worked in Moreno Valley for more than 15 years with Lowe’s and for the past 3 years with Stater Bros., experiences that keep him grounded in the realities of working families and everyday life in the community. In his spare time, he enjoys reading history and science fiction.

The Fifth Supervisorial District includes the cities of Banning, Beaumont, Calimesa, Hemet, Moreno Valley and San Jacinto. The unincorporated communities include Cabazon, Cherry Valley, Lakeview, Nuevo, Reche Canyon, San Timeteo Canyon, as well as parts of Valle Vista and Whitewater.

PRESENTATIONS
Any person wishing to make a presentation that includes printed material, video, or another form of electronic media must provide the material to the Project Planner or Commission Secretary at least 48 hours prior to the meeting. All electronic media must be submitted on a flash drive or CD. If providing printed material, the presenter should submit 9 copies of the document to the Project Planner or Commission Secretary for distribution to the Hearing Body.
PUBLIC HEARING RULES
An applicant, or the applicant’s representative, wishing to speak on an agenda item shall be permitted to be heard twice. Once for up to ten (10) minutes for the purpose of making an opening presentation and once for up to twenty (20) minutes for the purpose of making a rebuttal presentation.
A member of the public wishing to speak on an agenda item shall be permitted to be heard once for up to three (3) minutes.
A member of the public who is present but does not wish to speak on an agenda item may transfer his or her allotted speaking time to another member of the public who does wish to speak, provided that all parties are physically present at the meeting. No more than four (4) members of the public may transfer their time to a single speaker.
All time limits stated herein are maximum limits. The Chairman/Planning Director (or appointee) may, in his or her discretion, impose shorter time limits to ensure the meeting is completed within a reasonable period, to prevent an anticipated loss of a quorum, or to otherwise facilitate the business of the Hearing Body.
