    Agricultural Employee Housing Ordinance

    The County of Riverside, Planning Department is drafting the Agricultural Employee Housing Ordinance to aid the development of agriculture employee housing. This ordinance incorporates state requirements for the development of Agricultural Employee Housing either as a 12-unit or less Polanco Park or a 36-unit or less Eligible Agricultural Employee Housing development. Any proposed Polanco Park or Eligible Agricultural Employee Housing will be subject to a streamlined ministerial approval process, including shortened review and response times. The County will assess these plans against specific objective development and departmental standards to ensure compliance.

    Polanco Park Project

    The Polanco Park project involves developing agricultural employee housing in 12-14 unit Polanco Parks and 15-36 unit ministerial parks. The units and spaces will undergo a streamlined ministerial approval process, including a 30-day response time from Planning staff and a 90-day review by the Development Advisory Committee (DAC). The County will assess these plans against specific objective development standards to ensure compliance.


    The following list outlines the necessary minimum criteria to facilitate the processing of a ministerial Plot Plan Permit application for Agricultural Employee Housing with the County of Riverside Planning Department: 

    Eligibility for an Agricultural Employee Housing Development

    Project Elements

    1. Agricultural Employee Housing Compliance: The housing must meet the criteria outlined in Sections 17008 and 17021 of the Health and Safety Code.

    2. Non-Dormitory Style: The housing cannot include dormitory-style accommodations.

    3. Single-Family Occupancy: Housing units are limited to no more than 36 units or spaces, each designed for occupancy by a single family or household.

    4. Affordability Covenant: A recorded affordability covenant must be in place for the proposed agricultural worker housing for a minimum of 55 years.

    5. Eligibility for State Funding: The housing must qualify for available state funding.

    This streamlined process aims to facilitate the development of agricultural worker housing, ensuring that projects meeting objective standards can proceed efficiently.
