The County of Riverside, as lead agency and in accordance with requirements of the California Environmental Quality Act (CEQA), has determined that Conditional Use Permit (CUP) No. 220005 (for the scope of work detailed below) will not have a significant effect on the environment and has recommended for adoption of a Mitigated Negative Declaration (MND).
The Public Review Period to comment on the draft-final MND is from January 24, 2023, to February 22, 2023. Any person wishing to comment on the environmental document must submit their comments in writing (either by mail or email to the information below) between the date of this notice and expiration of the Public Review Period. All comments (via correspondence) and materials received prior to the date of the public hearing will be submitted to the Planning Commission for consideration.

PROJECT DESCRIPTION:
The proposed Project consists of the construction of a new pilot desalination plant to include a single-story steel building measuring 12,838 square-feet in area, outdoor storage, parking for four vehicles, signage and placement of an above-ground propane tank, on approximately 2.78 acres of an approximately 641-acre, presently vacant lot.
PROJECT LOCATION: One, presently vacant lot (APN 731-170-001) comprising 641-acres in area, generally located westerly of Coachella Canal Road.
