A Notice of Preparation (NOP) for an Environmental Impact Report for Thousand Palms Warehouse which includes Plot Plan No. 220022 (PPT220022), General Plan Amendment No. 220004 (GPA220004), and Change of Zone (CZ2200013).
The comment period for the Notice of Preparation is from December 1, 2022 through January 6, 2023.
Pursuant to CEQA Section 15063(a) when an EIR is clearly required for a project an initial study is not required. As such, an initial study was not prepared prior to this NOP.

PROJECT DESCRIPTION:
The proposed Project consists of applications for a General Plan Amendment (GPA220004), a Change of Zone (CZ2200013), and a Plot Plan (PPT220022). The project site encompasses approximately 83.0 acres located east of Rio Del Sol, north of 30th Avenue, south of 28th Avenue, and west of Robert Road. The General Plan Amendment is a proposal to change the General Plan land use designation of the eastern roughly half of the site from Medium Density Residential (MDR) to Light Industrial (LI). The Change of Zone is a proposal to change the zoning on the same eastern half of the site from Residential Agricultural (R-A) to Manufacturing – Service Commercial (M-SC). The Plot Plan is a proposal for the construction and operation of a total of 1,238,992 square foot warehouse/distribution/manufacturing building on the 83.0 acre site. The project also includes the construction of an Imperial Irrigation District (IID) joint electric substation on the project site. Off-site improvements would include improvements to Rio Del Sol, 30th Avenue, and Robert Road including utility poles and overhead lines connection to the proposed substation.
PROJECT LOCATION: The overall project is located east of Rio Del Sol, north of 30th Avenue, south of 28th Avenue, and west of Robert Road.
