REMOTE PARTICIPATION IN PLANNING COMMISSION

Due to mandates for social distancing related to the current pandemic and pursuant to Executive Order N-25-20, Planning Commission public hearings on land use matters will be conducted in person at the place of hearing and by teleconfernce using zoom, as noted on the agenda.  Public access to the meeting location will be limited to comply with the Executive Order.  Public comments and remote participation will be available via teleconference using Zoom. See below for "Instructions to Request to Speak Remotely" to participate in hearings by teleconference.

INSTRUCTIONS TO REQUEST TO SPEAK REMOTELY:
If you wish to participate (speak or provide public testimony) remotely during the Planning Commission public hearings related to land use matters, please click here or use the following URL to complete the required form AT LEAST 24 HOURS prior to the meeting: https://rivco.org/constituent-speaking-request. Once you submit the form, you will receive confirmation of your request through email with the Zoom meeting number and password. Teleconference participants should:

1. NOT share meeting information with others. Everyone that wishes to participate remotely must submit a form for identification purposes.
2. SIGN IN to the meeting by calling in and/or using Zoom App at least 15 minutes prior to the meeting.
3. USE the telephone number provided on the form for identification purposes, if calling in. (Please disregard if using the Zoom App only)
4. Have a MICROPHONE and SPEAKERS, if using the Zoom App only. (Please disregard if calling in)

INSTRUCTIONS TO VIEW THE MEETING REMOTELY: Livestreaming of the meeting is available via website/links or TV channels. Registration is not required for any of the livestreaming methods for viewing purposes only.          Please note: Speaking or providing public testimony remotely using any of the view only options is not available.

Due to mandates for social distancing related to the current pandemic and pursuant to Exectutive Order N-25-20, Director's Hearing (DH) for land use matters will be conducted in-person at the place of hearing and by teleconference using Zoom, as noted in the Agenda. Public access to the meeting location will be limited to comply with the Executive Order. Public comment and remote participation will be available via teleconference using Zoom. See below for "Instructions to Request to Speak" to participate in hearings by teleconference.

INSTRUCTIONS TO REQUEST TO SPEAK JOIN REMOTELY:
If you wish to participate (speak or view meeting) remotely during the DH meeting for land use matters, please contact the TLMA Commission Secretary by phone at (951) 955-7436 or by email at [email protected]AT LEAST 24 HOURS prior to the meeting and provide your name, phone number, agenda item, and postion (opposed, support, neutral).  Once you provide the necessary informtion, you will receive (either by phone or email) confirmation of receipt of your request with the necessary meeting information to join.  Teleconference particiapants should:

ADDITIONAL INFORMATION: 

PRESENTATIONS

Any person wishing to make a presentation that includes printed material, video, or another form of electronic media must provide the material to the Project Planner or Commission Secretary at least 48 hours prior to the meeting.  All electronic media must be submitted on a flash drive or CD.  If providing printed material, the presenter should submit 9 copies of the document to the Project Planner or Commission Secretary for distribution to the Hearing Body. 

PUBLIC HEARING RULES

An applicant, or applicant’s representative, wishing to speak on an agenda item will be permitted to be heard twice.  Once for up to ten (10) minutes for the purpose of making an opening presentation and once for up to twenty (20) minutes for the purpose of making a rebuttal presentation.

A member of the public wishing to speak on an agenda item will be permitted to be heard once for up to three (3) minutes.

A member of the public who is present, but does not wish to speak on a agenda item, may give his or her time to another member of the public who does wish to speak, provided, however, that no more than four (4) members of the public shall be allowed to give their time to a single speaker.

The Chairman/Planning Director (or appointee) adheres to a strict three (3) minutes per speaker.  If you intend to give your time to another speaker, please indicate the name of the person to whom you are giving your time to at the very bottom of the Speaker Identification Form. 

The time limits referenced above are maximum limits and the Chairman/Planning Director (or appointee) may, in his or her discretion, impose shorter time limits for any of the following reasons: to ensure that a meeting is completed within a reasonable period, to ensure that a meeting is completed before an anticipated loss of a quorum or to otherwise facilitate the business of the Hearing Body.
