Public testimony is limited to identifying issues regarding the project and its potential environmental impacts.

PLOT PLAN NO. 22279 - EIR No. 496 - Applicant: Dennis Fitzpatrick, PacTen Partners - Engineer/Representative: Jehn Engineering - Third Supervisorial District - Antelope Valley Zoning District - Menifee Valley Area Plan: Community Development: Business Park (CD: BP) (0.25-0.60 Floor Area Ratio) - Location: northerly of Scott Road, westerly of Haun Road and easterly of Howard Way - Zoning: Industrial Park (I-P)

REQUEST: Plot Plan proposes the development of approximately 50.95 acres of vacant land into a commercial/retail center comprised of 24 buildings. These buildings would consist of six large major retail pads (ranging in size from approximately 23,000 square feet to 148,663 square feet each), two mini-major retail pads (approximately 10,000 square feet each), nine pads for retail shops (ranging in size from approximately 3,500 square feet to 10,000 square feet), four restaurant pads (approximately 6,000 square feet each), two gas-station pads, and one drive-through restaurant (approximately 3,500 square feet). A total of 2,890 parking stalls would be provided throughout the site. Access to the proposed project site would be provided via three points along Haun Road on the eastern portion of the site, one point along Scott Road on the southern portion of the site, and three points along Howard Way on the western portion of the site. Internal roadways would provide access to all of the proposed structures. The building materials would include simulated wood siding, metal roofing, corrugated metal roofing, plaster finish, and metal trellises. The proposed project would not exceed 46 feet in height. Any buildings within the proposed color scheme would consist of a variety of muted earth tones. Amenities associated with the proposed project would include outdoor walking paths, plazas, and picnic tables. Landscaping would be provided throughout the project site and would consist primarily of palm trees and shrubs.
