The comment period for the Notice of Completion is from August 10, 2018 to November 8, 2018, pursuant to requirements of the Bureau of Land Management (BLM) and National Environmental Policy Act (NEPA).
PROJECT SUMMARY: The County of Riverside Planning Department will serve as the Lead Agency under the California Environmental Quality Act (CEQA) and will coordinate the public review of a joint Environmental Impact Study (EIS)/Environmental Impact Report (EIR) that will evaluate the potential significant environmental impacts that may result from the proposed project.
First Solar Development, LLC (project proponent) is proposing to process the above referenced actions through Riverside County and BLM which proposes a 450 megawatt (MW) photovoltaic solar facility on a total of 3,770 acres (154 acres of which are within the land use jurisdiction of the County of Riverside). This is known as Alternative 1 or the Proposed Action. The joint EIS/EIR also analyzes 3 other alternatives from the Proposed Action, including a Resource Avoidance Alternative (Alternative 2), a Reduced Project Alternative (Alternative 3), and a No Action Alternative (Alternative 4). Additional details on the construction, operation, and decommissioning of the proposed facility are included within the joint EIS/EIR.
PROJECT LOCATION: The project site is located southwest of the City of Blythe, south of Interstate-10, and west of Mesa Drive.
