Additional Residential Accommodations Ordinance (including ADUs)

Change of Zone No. 2000002 is an ordinance amendment to Riverside County Ordinance No. 348 (the “Land Use Ordinance”) that creates an article, which identifies and regulates different types of dwellings or living arrangements that may be created on a lot in addition to a primary residence.  This amendment specifically addresses state-mandated accessory dwelling units (“ADUs”), junior accessory dwelling units (“Junior ADUs”), and ranchets (related to ADUs) and locally-permitted second units and guest quarters; and specifically re-establishes and updates existing regulation for units under the Coachella Valley Multiple Owners Mobilehome Housing Overlay Zone, also known as MOG units. 

NOTE: This DRAFT amendment is now available for public review and comment. The amendment is being prepared by staff to be taken to the Planning Commision for consideration. The Planning Commission hearing is scheduled for May 20, 2020 (continued from May 6, 2020).

Hemp Ordinance

Ordinance No. 348.4931, associated with Change of Zone No. 1900015 is an amendment to the County’s Land Use Ordinance, Ordinance No. 348, to add a new Industrial Hemp Activites article. The purpose of this amendment is to protect the public health, safety, and welfare, enact effective regulatory and enforcement controls while in compliance with State law, protecting neighborhood character, and minimize potential for negative impacts on people, communities, and the environment in the unincorporated areas of Riverside County by establishing land use regulations for industrial hemp activities. 

NOTE: This is a DRAFT ordinance amendment and is subject to further refinement to ensure its useability, consistency with the County's General Plan and other applicable ordinances, as well as to address any additional State and/or Federal requirements. This DRAFT amendment is now available for public review and comment. The amendment is being prepared by staff to be taken to the Planning Commision for consideration.

UPDATE: A revised version of the draft Hemp Ordinance is now available for review. For readability, the revisions are shown as redline, strikeouts and revisions include the additional items/changes as directed by the Planning Commision during the June 3rd hearing. The Ordinance was continued to the June 17th Planning Commission hearing in order to provide additional time to implement the requested changes.

Temporary Events Ordinance

Background Information 


Change of Zone No. 1900011 is an amendment to the County’s Land Use Ordinance, Ordinance No. 348, to modify Article XIXa Temporary Events. The purpose of this amendment is to establish a tiering structure, based upon the number of attendees, clarify permitting and operating requirements, and provide enforcement regulations for temporary events in the unincorporated areas of Riverside County.

 

NOTE: This is a DRAFT ordinance amendment and is subject to further refinement to ensure its useability, consistency with the County's General Plan and other applicable ordinances, as well as to address any additional State and/or Federal requirements. This DRAFT amendment is now available for public review and comment. The amendment is being prepared by staff to be taken to the Planning Commision for consideration.
