Comment Period


Written comments on the document must be submitted to the Riverside County Planning Department no later than 5:00 P.M. on November 14, 2016.  All comments received by the deadline will be included in the Final EIR, which will be presented to the hearing body.  Notification of the public hearing will be provided at a later date.

Project Information


The subject EIR has studied Specific Plan No. 342 (The Villages of Lakeview Specific Plan) which proposes a master-planned community comprised of approximately 2,800 acres in the Lakeview/Nuevo area of Riverside County, California. Proposed land uses include a maximum of 11,350 residential units, 500,000 square feet of commercial uses, up to three new K–8 schools, 150 acres of passive and active parks, and approximately 1,000 acres of open space/conservation that is proposed for permanent protection and conservation.

The project includes the following land use applications: Specific Plan No. 342 includes a land use plan, designation of planning areas, design and landscape guidelines and development standards; General Plan Amendment Nos. 720  and 721 would amend the land use designations and the Circulation Element; Change of Zone No. 7055 would change existing zoning to Specific Plan Zone; Development Agreement No. 73 would establish provisions related to construction of public improvements, requirements to dedicate land for parks, open space, conservation, and transportation, as well as the potential payment of and/or credit for Development Agreement fees and other development related fees. Infrastructure improvements for this project will include grading of the proposed site, circulation improvements, and water, sewer, and drainage facilities.
