NOTICE OF PREPARATION OF A DRAFT ENVIRONMENTAL IMPACT REPORT for Arroyo Vista (GPA220009, CZ2200031, and TTM38510)

The County of Riverside, as lead agency and in accordance with requirements of the California Environmental Quality Act (CEQA), has determined that project General Plan Amendment No. 220009, Change of Zone No. 2200031, Tentative Parcel Map No. 38510 (for the scope of work detailed below) may have a significant effect on the environment and accordingly that an Environmental Impact Report (EIR) must be prepared. This notice is to advise that the EIR will be prepared and that an associated “scoping meeting” has been scheduled on Monday, April 3 at 1:30 PM (or as soon as possible thereafter) for purpose of providing information about the Project, and to solicit input regarding the scope of information to be analyzed in the draft document. The scoping meeting will be held at the County of Riverside Administrative Center located at 4080 Lemon Street, 12th Floor, Riverside, CA 92501.

COMMENT PERIOD

Pursuant to requirements of the California Environmental Quality Act (CEQA), agencies, surrounding property owners and the interested public shall have 30 days to provide comment on this Notice of Preparation (NOP), from March 3, 2023, until April 3, 2023 at close of business. All comments on the NOP must be received in writing, sent to Riverside County Planning Department, Attention: Krista Mason (Urban and Regional Planner) at 4080 Lemon Street, 12th Floor, Riverside, CA 92501, or sent via email to [email protected]. The public may also attend the scoping meeting scheduled for Monday, April 3 at 1:30 PM (or as soon as possible thereafter) and provide verbal comment to the same effect. The scoping meeting will be held at the County of Riverside Administrative Center located at 4080 Lemon Street, 12th Floor, Riverside, CA 92501.

Project Information

220009 (GPA220009), Change of Zone No. 2200003 (CZ2200031), and Tentative Parcel Map No. 38510 (TPM38510)

PROJECT LOCATION AND DESCRIPTION: The proposed Project consists of applications for a General Plan Amendment, Change of Zone, and Tentative Parcel Map for proposed development of 232 residential lots on 140.8-acres. The 232 residential lots will be clustered on 87.7 acres. The smaller lots (10,890 – 14,520 square foot lots) will be clustered within the internal areas and the larger ½ to 1 acre lots will be along the north, east, northwest and southern project boundaries to buffer the site from the surrounding rural residential neighborhoods.   Approximately 25 acres will be designated natural open space including a trailhead, 4.9 acres for water quality basins, a sewer lift station on 0.25-acre, and street improvements and right-of-way dedications on approximately 23.0 acres.  Recreational trails measuring between 10 and 16 feet in width will be provided adjacent to the natural drainage area.

GPA220009 is a request to amend the General Plan Land Use Designation from Rural Community- Very Low Density Residential (1 DU/Ac) to Rural Community- Low Density Residential (2 DU/ Ac). 

CZ2200003 is a request to change the zoning classification from Light Agriculture- 10 acre minimum (A-1-10) to One- Family Dwellings- 10,000 square foot minimum lot (R-1-10,000). 

TTM38510 is request for a Tentative Tract Map for a Schedule “A,” subdivision of 140.8 gross acres into 232 residential lots with an overall project density of 1.6 DU/ac.  The lots will range from 10,890 square feet to more than 1 acre in size, including approximately 25 acres of open space.

PROJECT LOCATION:  The project is located North of Iris Avenue, south of Twin Lake Drive, east of Golden Star Avenue, and west of Chicago Avenue.
