2017 Mid-Cycle Housing Element Update

The 2017 Mid-Cycle Housing Element Update (General Plan Amendment No. 1218) is an amendment to the 2013-2021 Housing Element adopted on December 6, 2016.  The 2013-2021 Housing Element was a comprehensive effort to review and modify the Element to cover the constraints and opportunities for providing affordable housing and special needs housing.  It also included a number of changes to the Element’s 8 year action plan to reflect the current and anticipated requirements to address housing needs.  Because the 2013-2021 Housing Element is essentially current, the focus of the 2017 Mid-Cycle Update is on providing current information and data in the Housing Element tables where such is available, and in the accompanying text, as needed.  Therefore, no policy changes or new housing needs strategies are being considered at this time.  Within the context of this limited scope, your comments are welcome with the understanding that a major substantive effort will commence in 2018 for the preparation of the 2021-2029 Housing Element.

La actualización del Elemento de Vivienda de ciclo medio 2017 (General Plan Amendment No. 1218) es una enmienda al Elemento de Vivienda 2013-2021 que fue adoptado el 6 de diciembre de 2016. El Elemento de Vivienda 2013-2021, también conocido como el "2013-2021 Housing Element," fue un esfuerzo integral para revisar y modificar el Elemento para cubrir las limitaciones y oportunidades para proporcionar viviendas asequibles y viviendas para personas con necesidades especiales. También incluyó una serie de cambios en el plan de acción de 8 años del Elemento para reflejar los requerimientos actuales y anticipados para atender las necesidades de vivienda. Debido a que el 2013-2021 Housing Element es esencialmente actual, el foco de la actualización de ciclo medio 2017 es proporcionar información y datos actuales en las tablas del Elemento de Vivienda donde están disponibles y en el texto adjunto, según sea necesario.
