2017 Mid-Cycle Housing Element Update

General Plan Amendment (GPA) No. 1218

The 2017 Mid-Cycle Housing Element Update is an amendment to the 2013-2021 Housing Element ("Adopted HE") adopted on December 6, 2016.  The Adopted HE was a comprehensive effort to review and modify the Element to cover the constraints and opportunities for providing affordable housing and special needs housing.  It also included a number of changes to the Element’s 8 year action plan to reflect the current and anticipated requirements to address housing needs.  Because the Adopted HE is essentially current, the focus of the 2017 Mid-Cycle Update is on updating current information and data in the Housing Element tables where such is available, and in the accompanying text, as needed, including a status update of implementing the Eight Year Action Plan.  No land use, program, or new housing needs strategies are being considered at this time within the context of this limited scope.  With this in mind, your comments are welcome with the understanding that a major substantive effort will commence in 2018 for the preparation of the 2021-2029 Housing Element.

La actualización del Elemento de Vivienda de ciclo medio 2017 es una enmienda al Elemento de Vivienda 2013-2021 ("Elemento Adoptado") que fue adoptado el 6 de diciembre de 2016. El Elemento Adoptado fue un esfuerzo integral para revisar y modificar el Elemento para cubrir las limitaciones y oportunidades para proporcionar viviendas asequibles y viviendas para personas con necesidades especiales. También incluyó una serie de cambios en el plan de acción de 8 años del Elemento para reflejar los requerimientos actuales y anticipados para atender las necesidades de vivienda. Debido a que el Elemento Adoptado es esencialmente actual, el foco de la actualización de ciclo medio 2017 es actualizando información y datos actuales en las tablas del Elemento de Vivienda donde están disponibles y en el texto adjunto, según sea necesario, incluyendo una actualización de estado de implementación del Plan de Acción de Ocho Años. No se consideran el uso del terrenos, programa o nuevas estrategias de necesidades de vivienda en este momento dentro del contexto de este alcance limitado. Teniendo esto en cuenta, sus comentarios son bienvenidos con el entendimiento de que se iniciará un importante esfuerzo sustantivo en 2018 para la preparación del Elemento de Vivienda 2021-2029.

Comments will be accepted for review and consideration until July 19, 2017, no later than 5:00 p.m.

Comments may be submitted to the Planning Department by fax, email, or in person.

ENVIRONMENTAL ASSESSMENT (CEQA)

CEQA Compliance:

The Update does not propose any land use, programmatic or strategic direction changes. It only changes the Housing Element by updating tables and text with more current demographic information and updating the implementation status of the Eight Year Action Plan. No development or earth disturbing activities are approved with the adoption of GPA No. 1218. Therefore, the Update is exempt from CEQA pursuant to State CEQA Guidelines Section 15061(b)(3) because it can be seen with certainty that there is no possibility that GPA No. 1218 may have a significant effect on the environment.
